SM/320/1/03 External costs of electricity and heat production in the Czech Republic and methods of their internalisation

The principal goal of the project is the estimation of external costs related with the energy and heat production in the Czech Republic both at the level of particular energy technologies as well as for the CR as a whole.The project will concentrate on the determination of the negativen and positive external effects related to the operation of the energetic systems, their quantification and will propose and analyze particular methods of internalisation.A methodology for the economic evaluation of different energetic installations and systems will be also draught.

Project partners

The Charles University Environment Centre is the main coordinator of this project; the researchers building on their experience obtained from the participation in the European research projects as the  ExternE-Pol, SusTools, DIEM, MethodEx, IP NEEDS. Other participants in this project include experts from the Czech Hydrometeorological Institute (pollutant emissions) and Porsenna o.p.s. (renewable energy resources).  

Project description

The project is based on the need to quantify the external costs related to the operation of energy systems and particular energy facilities in the Czech Republic. The aim of the project is to estimate and quantify the total costs and benefits of current energy systems in the Czech Republic, both on the level of particular energy facilities and on the national level. At the same time, the external costs of transport and waste management are specified and quantified.

The project specifies the negative and positive external effects related to the operation of energy systems (energy and heat production) using coal, oil, natural gas, atomic nucleus, and renewable energy resources. In the connection with the quantification of the negative external costs related to the operation of particular energy facilities in the Czech Republic, the ExternE method is applied that is based on the application of the Impact Pathway Approach (IPA) and the Life Cycle Analysis (LCA) of the energy technologies and processes.

This project includes a survey.
